In a notable achievement for the construction firm, General Manager Camilo B. Lisay successfully passed the Philippine Contractors Accreditation Board (PCAB) qualifying Authorized Managing Officer (AMO) examination with flying colors.
Lisay, who founded Lisay Construction in 2021, further commits to industry excellence by attending the mandatory PCAB AMO seminars since September this year. These seminars are a crucial prerequisite for contractors seeking PCAB licensing in the Philippines.
“This certification represents months of dedicated preparation and hard work,” remarked Lisay. “It’s a significant milestone not just for me personally, but for our team.”
The PCAB AMO accreditation is a vital requirement for contractors operating in the Philippines, as mandated by the Department of Trade and Industry (DTI). This certification ensures that construction firms are led by qualified professionals who understand industry standards, regulations, and best practices.
“The AMO examination is designed to validate the technical and managerial competencies required in the construction industry,” Lisay explained. “This certification will enable us to better serve our clients and contribute to the growing construction sector in the Philippines, particularly in Luzon.”
Understanding PCAB License Categories
The PCAB categorizes licenses based on project scale and contract costs:

“We’re starting with a Trade/E category license, which aligns with our current operational capacity,” Lisay explained. “Our strategic plan includes upgrading to a D category within the next decade, which will position us to participate in both small and large-scale government bidding processes.”
Early this year, Lisay Construction previously served as a subcontractor for a large contractor based in Pampanga – 11-16 Construction Corporation – for key government projects in the University of the Philippines – Diliman under the Department of Public Works and Highway (DPWH).
The successful completion of the AMO examination positions Lisay Construction to obtain its PCAB license, a crucial credential for construction firms operating in the Philippine market.
Under the IRR of Republic Act (RA) 9184, contractors under Category E (Trade) can participate in government bidding for projects within their allowable range of up to PHP 3-million, while Small A and Small B contractors with similar experience can bid on contracts within their respective allowable project cost ranges. This progressive structure opens opportunities for growth and expansion in government project participation as Lisay Construction builds its track record and upgrade PCAB categories.
